The coolant lines are there to prevent icing. Under certain conditions(ie. high humidy, low ambenent temp, light throttle), the ice can cause the throttle to stick in a position. I have actually experienced this condition before on another vehicle.
For cold climates, Saab uses an addition heater between the intake and the cylinder head. That is why you get 2 intake gaskets in the cylinder head gasket set that Saab sells.
Think about it. It takes more money to produce a throttle body with coolant passages. Why would ANY car maker spent more on a part unless they absolutely had to.
