Fuel Gauge Not Reading 'Full'

This is probably the first in a series of questions related to a 2001 9-3 SE convertible that I purchased yesterday. I noticed a few things on the drive from Syracuse from DC, but the first thing that caught my eye when I filled the tank was that the fuel gauge did not read 'full'. The low fuel warning light was on when I visited the service station and pumped about 13 gallons of gas. Driving off I noticed that the gauge was between the 1/2 and 3/4 marks. I checked the owner's manual and saw that the capacity is 17 gallons, but thought that I would check it the next I got gas.
So, 400 miles later, I filled the tank again, but with 14 gallons. The gauge reads about the same as the first time. The one thing that I noticed on my trip is that the needle did not move for about 150-200 miles.
Any suggestions as to what might be going on here? If I can only put 13-14 gallons in the tank when it is near empty, I take this to mean that there are still 3-4 gallons in the tank. Why, however, does the gauge not show 'full'?
