It's always two ways to skin a cat and I tend to do a little bit more then the bare minimum just because I leave some warranty on my work.
A car owner doing the work themself can do as little as they want.
If I take the valve cover off a car with around 60K miles I know that the valve cover gasket is pretty flat and it may not seal again.
Even Saab say that the bolts were not perfect (wrong coating) in those engines so I see no reason to keep them in there, but that's just mee.
