You didn't link to my flood message!! (but I did have a post in one of the threads you linked to).

I experienced almost an identical situation to yours ('99 9-3). Drove through water, car wouldn't start, alarm going off, and water in the carpets.

Unfortunately, it necessitated replacement of many many parts, including the twice unit, srs ecu, and trionic ecu. Both my passenger seats are manually powered. My bill was $3,072.98 (includes more than the computers).

I can answer a few of your questions, rather, I can tell you what happened to me in a similar situation.

DIC: I'm still on my original DIC from when I bought the car (it was not replaced after the flood)

Trying to start the car: If your alarm was going off because its ecu has been damaged by water, then your car will not start. So I don't think you need to worry about damaging it by running the engine.

What to do next: most likely, take your car to a stealer or qualified indy and brace yourself

I keep my car maintenance bills so if you have any questions about my experience let me know.
