The horn and the audio controls share the same two wires on the 9-3. On the NG900 they're just for the horn. The easiest thing is to undo the two screws that hold on the airbag, lift it off (without disconnecting the plug), and see what's what. The connection between the clockspring and the wiring harness on the steering column may be loose or corroded, the contact springs could be worn or dirty, or the clockspring itself may be failing.
