turbo going bad? Blue smoke when I shift.....

I have a 97 900se with 90K miles. I have a MBC, forge BPV, 3 inch airbox mod, removed turbo silencer recently and also just re-torqued head bolts and VC bolts and replaced the vacuum hoses. Also just cleaned IAC and purge valves which did fix a recent idle/stall problem I was having. This website is so awesome--i've fixed many a small problem with the guidance of regular posters on this board.
Re-torquing head and VC bolts seemd to help some leakage problems (and it looked clean under the VC by the way). But, over the past few months the car seems to have developed a nice thirst for oil. I do notice that my car emits a blue (i.e.-oil) smoke puff/cloud under hard acceleration between shifts. Additionally, it seems that the car does not have the "oomph" it once did. Turbo seems to take longer to spool and it's tough to get it close to or into the red. Otherwise no funny sounds from it and the needle is not jumpy or anything.
Looking for some guidance as I'd rather not guess. Is the turbo going bad? I don't mind replacing, but don't want to only to find I still have problems. Thanks for any input!
