Heater won't turn off- 2002 9-3 SE

The control panel went dark and I can't turn heat or A/C on or off, it's in the on position with the heat and fan blowing, even after car is turned off and key is removed the fan is still going. I tried removing the fuse but that didn't help. Please help it's getting hot in here!
