The flex section just lets the exhaust pipe move around a little more with vibrating the exhaust system apart. Most cars I've seen don't have one, so I can't imagine it would be the end of the world if you got rid of it. Some 3" downpipes don't have the flex section there.
Have you tried cleaning the cassette deck? They can make a world of difference if something in there is dirty.
