Another Bad Turbo...?

OK...have a '99 9-3, right now I am making base boost (boosting half way into the yellow), so something is not right. My mechanic (the able gents at Viking) pinched off the hose that goes from the BPC to the wastegate actuator and a test drive revealed that the boost was pretty much the same.
Does this mean that the Turbo is "bad" and should be replaced, or does it mean the BPC is bad? My thought is the BPC, but I am not completely sure I understand the APC system correctly. Would like to get a read on this before I put in a new turbo.
