Andy- I wouldn't get rid of the car quite yet. If this is the only area of rust, it might have been from a poor repair before you purchased the car. There are a couple of other things other than rubberized underspray that will work much better.
There is a product that is used on some factory cars to seal seems to be watertight, and to avoid the trapping of water ( and subsequently rust). I have used a 3M product on two of my hobby car restorations, and never have had any issues with it. You can lay it on as thick or thin as you want and it is watertight, and won't shrink. It is called '3M body sealer' and it comes in a standard caulk tube (caulk gun) for under $10. Great product.
Now, if you have any rust - this is a must! Please don't use POR15, this product is much better. Eastwood product - I can't remember the name but it is something else. This will turn/convert the rust in to metal once again (quickie version) and has a thick primer that can be sanded.
