Braking Delay in Cold/Wet Weather

Hello -
While driving home last night on I-95 (DC ->Baltimore) in the cold (~30F), wet weather, I found that my brakes have a slight delay when stepping on them after driving for a while. It seems that when the brakes are cold/wet and they haven't been used for a while (i.e. driving on the highway wihtout needing to slow down), it takes 1/2 - 1 second for them to engage. I'm sure I wasn't sliding on ice or anything like that.
Is this normal? Is there some way to avoid this? Thanks!
