If one or both brake lights fail, the display will change from "TEST BRAKE LIGHTS" to "BRAKELIGHT FAILURE".
If the stop light fuse is blown, then the test brake lights message will not go away. On my car I think that is fuse #12. If the fuse is OK, then it might be the brake pedal switch.
The switch may need adjustment after a few years. (that happened to the switch on my clutch pedal) The switch has a ratcheting plunger which can be pulled out manually, so it can reset itself to the right length the next time one steps on the pedal.
