Any Saab dealer or Saab independant have them and they need to use that to allow programming of new remotes to your car.

Yes, all cars are different and in my older Volvo, I only need to turn on the ignition 5 times and press the remote to code it to the car, but on the newer Volvos I have to hook the car up to Volvo headquarter via internet and Volvos special scanner and software to be able to download a packet to code the remote to car.
