Maybe someone have installed the wrong bulb in left/right turn signal assembly?
Since you now have the headlight parking bulbs working and it is the same juice that power up the parking bulbs in turn signal assembly, you must be close to the answer.
It should be a two prong amber 21/5W bulb that works as turn signal and parking light.
Use a test light and check for voltage at each connector inside the bulb holder. One should flash with the turn signal on and the other should be steady light with parking lights on.
I don't know what year WIS you have and they differ some.
Go to 3 electrical system, choose lighting and signalling systems, go to the right tool bar and click on wiring diagram icon and go down to parking lights
