Although the term is fixed 6/100 from the inservice date, $1,500 for plus 2 years and plus 50k is an excellent value. Competitive aftermarket plans either can't compete based on the coverages and deductibles because the Saab CPO is an actual extension of the zero deductible factory warranty, or they cost more.
The brake and tire thing is a sticking point for Certifying a customers car under qualifying conditions. Lotsa' good brakes and tires go on the trash heep for CPO (I use 'em on mine and my wife's car) particularly around the 22k mark. That is if the tires and brakes are 50% they need to be replaced under CPO standards. You can overlook this to a certain point for a customer purchasing their own car, but only to a certain point. I don't want a car we CPO'd showing up at a different dealer 30-60 days later needing brakes and tires, and 22k on a 2003 9-3 vert it's not at all unusual for tires and brakes to be needed, at 22k it's actually sorta' the norm, certainly for the tires the P6000s not offering the best in wear.
So IMHO your dealer is giving you the straight poop regarding the wear items, you shouldn't be offended. I always change my tune when someone feels I should take a hike, whether I'm right or not, but their info to you was indeed accurate.
