As I always answer to others.
Use a test light and check for power under rear seat where the connector is found to fuel pump.
Check that black/green wire for power when cranking over. If you have power there, it is most likely the fuel pump.
You can also take your fist and bang on the bottom of fuel tank while cranking over. If the car start, it is the fuel pump.
If you have power at the fuse you mention in the way you mentioned, it is most likely the fuel pump. But always check for the same power all the way back at the pump connector so that you don't have a bad wire between fuse and fuel pump connector.
Nothing is worse than checking for power up front at the fuses and by that, declare an expensive part at the back of car being bad, just to find out when that part is replaced that it was a broken wire somewhere between the fuse and the pump.
