If you're comparing a Viggen to a 185hp 9-3, then the differences are another .3 liters of displacement in the Viggen, a larger turbo (Mitsubishi TD04 vs. Garrett T25), a cross-flow intercooler, and retuned engine management. If you're comparing a Viggen to a 200/205hp 9-3 HOT, then the differences are just the extra displacement in the Viggen and the engine software. It's very easy to get a regular 9-3, 185hp or 205hp, to put out more power than a Viggen, but if you can find an HOT model, you already have a better intercooler and a bigger turbo to start with.
