When reading the file a couple of times I kind of understand it that they are only refering to the modification plate as the non US/CA deal.

Why that is I don't know since we have modification plates in US too but maybe they are numbered differently then the rest of the world.

So my guess at this time is that the affected serial numbers are the same all over the world but where to place the stamp in the mod plate might differ.
