He describes the problem as, "The problem I'm experiencing is with my rear tires, the inner tread has become chopped, where my tread has an up/down feel all the way around."
Negative camber is the standard setting for Saab rear suspension. Negative camber will wear the inside of your rear tires faster than the outside... unless you take corners agressively. Rotate tires every other oil change.
Rear alignment usually consists of checking that the shims are installed. Not much you can do with the POS Saab solid axle. A lot of shops (con men) just tell you they did an alignment when they didnt touch your car.
The up down tread wear sounds like cupping. You should feel it as a buzz in your butt when driving... esp.. 60-70 mph. Usually from improper balance, bent rims, locked brakes, bad bearings or improperly installed wheels. Have to ask, "did you ever drive with the handbrake locked?"
With cupped tires the only thing to do is replace the tires. Make sure that the installer use roadforce balance equipment that will detect out of round rims and defective tires. Also check that the disk brake runs centered with the wheel off.. if not bad axle/bearings.
If all this is ok, then check your ABS and/or brake force balancing. You could be locking your rears. ABS is supposed to stop locking brakes.
