In other words, the valve to allow hot water to the heating element has been pushed open by the automatically controlled valve. When the motor tries to back the vavle off to close it, the valve wedges where it previously was. I don't know if it can be fixed (a little WD-40 on the shaft can't hurt) or if you have to replace it. Perhaps someone else can add more detail.
