If you look, there IS an accelerator cable. The cable turns a drum that looks just like the cable drum on a 'normal' TB. Only this drum isn't directly connected to the throttle plate.
This way, when the ECU decides that something's wrong, the TB can go into 'limp-home' mode where the actual throttle clamps itself to the cable drum.
