I wouldn't totally dismiss short ram intakes. I agree that the quality of ebay intakes is debatable, but I bought an AEM short ram intake for my 2.4L DOHC Cavalier and it made a substantial difference. I forget which website did this test but someone concluded that when you're traveling 15mph+ enough cool air is seeping in through the headlights/grill/under bumper etc that the warm air intake is just as effective. The real difference is whether you want low RPM torque or not. This has been debated about a million times and I think it really depends on the car, throttle body, intake manifold, and material in question. As for the term "cold air" intake that generally refers to any form of pipe/tube that ends with a filter (so that there isn't a panel filter in a cruddy plastic air box) somewhere either low in the bay or just behind a wheel well. I have seen people drive through puddles on a rainy day with cold air intakes and hydrolock their engines, that's one reason I like my short ram intake better. If I didn't have an incoming temperature sensor I'd just skip the pipe and put a filter right on my throttle body.
