'00 9-3 SE 5sp - Governed? Suspension feedback?

Is there a governor on my 2000 9-3 SE? I've read numbers like 143, but mine stops accelerating at 130. It pulls very strong in 4th up through 120 or so, but then after about 125 it's slow going. The boost guage shows just on the border bwtween orange/red.
I run 91 octane (CA premium max) Chevron gas, and the car is lowered with Eibachs and Bilsteins, along with the Tagliferro (I'll never spell it right, sorry) rear sway bar. The lower ride height should only help, but???
I also have 215/45/17 Pirelli P Zero Nero M+S tires. The wider cross section is a marginal detriment, but should be more than offset by the lowering effects. The wheels are the 5 spoke 17's from the 'Linear' (see photoshop, no real photos yet).
I do have a slightly ripped up front plastic underbody faring (the black plastic pan on the underbody). I suppose it could be aerodynamics related, but seems odd to sort of run out of breath right at 130...
Lastly, I note somewhat squirrely handling with the Pirellis - car seems a little unstable at high speeds in corners. The rear seems to nervously float sideways on turn-in but then takes a hold just fine. May be the tires and rear bar, or perhaps an alignment. It definitely does not feel 'confidence-inspriing', though once you're used to it it's reliable, if slightly 'nervous'.
Curious to hear feedback from others with similar setups - Thanks in advance for any insight.
