What does the outside temp show on the SID, is that is wacko, things will not run and the thermisor that goes front and center under the bumper should be checked for damage.

When you force the compressor to run, look at the sight glass, after you clean it, and see how much fluid VS bubbles there are. Does it really run well? There is a switch near that location that will not allow the compressor to run if the pressure is too low. Also, a few of the wiring harnesses of that vintage failed from the wires been moved by the wind. I tied mine down early on my 95SET(rip) to that they could not move at all. Inspect those wires and the connector. Wiggle the wiring during AC demand and see if you can get it to kick in.

The sight glass should show some bubbles when properly charged. Hood up, grill out, doors open, recirc off, max cold, fan on max, 85F outside or there abouts, recharge to get 33-34 PSI. If you see plenty of fluid in the sight glass now, don't worry about charge now, it is something else.
