I don't have a schematic in front of me now, but check to see if that foglight fuse powers anything else. I kept blowing the fuse to my windshield wipers....turns out it had nothing to do with the wipers. Power to the wipers is shared with the reverse lights....turns out that the backup light switch mounted on top of the transmission was the culprit. If the foglights are on a stand-alone fuse, follow the ungrounded wires for any chaffing that would allow it to short on on another metal part somewhere....or check the on-off switch and follow it forward.
