If it's an auto transmission car, they had a brake assist pump which helped provide additional vacuum to the brake booster at higher RPMs. This pump was controlled by the ECU, and also has a couple in-line check valves.
Check the rear brakes as these cars have problems with the rear pads getting rustbound in the caliper and limiting travel of the piston, hence little-no operation of rear calipers. Mine were stuck so much that the pads wore at a 20 degree angle before the got stuck all together.
A leaking vacuum booster is not out of the question. Can check to see if it holds vacuum with a vacuum pump such as MityVac.
Bleeding and replacing the brake fluid is never a bad idea to rule out air, but it usually doesn't get in there on it's own.
