Any chance that the PVC valve lines are misconnected?

It can be helpful if someone can do a PVC swap with you to see if the problem follows the valve. Note the hose routings!!!

Apply pressure by mouth to the WGA hose. If the WGA diaphragm is ripped, that is your problem. One way to check the WGA operation is to connect the WGA directly to the hose from the turbo compressor housing hose barb. That should provide a controlled but low boost. If the boost were then high, the WGA is bad or it is not seeing boost pressure. Check that the hose to the compressor housing hose barb is connected there.

If the BPC valve is bad and cannot be rescued, or the ECU is damaged and cannot do the job, a MBC or MBC+A is an affordable alternative. But if increasing boost above stock, there are other things that you need to do to support that boost... and never increase boost on an engine that is not in good operating condition.
