I feel your pain! Same thing happened to my 1999 9-3 about 3 years ago. I got it out using vise grips and pipe wrench.
In my opinion this is not a moving part therefore no need to get the bolt to 25lbs of torque. Just enough to tighten it like 18lbs of torque.
