Belt tensioner/Upper alternator bolt

One of the idler pulleys could be loose, although that is not likely if they have BOTH been replaced (there are two of them on the NG900 model).

Another possibility is a loose AC compressor pulley, but also not likely if a decent mechanic checked everything over.

I would have the mechanic check the upper alternator bolt, which is behind the tensioner arm. The bolt can work loose, and as the head of the bolt comes out, it will come in contact with the tensioner. This is hard to see, because the bolt is behind the tensioner, and the alternator will not seem loose, so there is no visible evidence.

The most common result is cracking off the tensioner socket which is used to release tension on the belt, but it can also prevent the tensioner from moving freely, and keeping proper tension.

In the picture below, the tensioner is shown w/o the belt, in the "locked" position, as it would be if the belt is off the car. In the normal position the arm would rotate up, and the tensioner pulley would be closer to the upper idler (aluminum pulley from wazeepulleys.com shown)
