REM pretty much covered it.
The parking brake mechanism (hand brake) is separate from the rear foot brakes. The only thing they have in common is the location. The parking brake shoes are inside the "hat" of the rear rotor. The rear brakes are conventional dual-piston, fixed-caliper, disc brakes.
The goal of the adjustment is to allow the rear wheels to turn freely with no handbrake contact while driving, while letting the handbrake catch and hold the rear wheels at about 50% of the travel on the handbrake lever (count the clicks).
