Yes it is very possible that the new turbo "broke the back" of a marginal head gasket.
The head gasket has most likely been on its way for a long time due to the bad head bolts (if they haven't been replaced earlier) so with the new turbo in place, the extra boost just blew out the gasket between cylinder number 2-3.
Just make sure they checke the valves carefully when the head is off and also perform a leak down test of piston rings using a leak down tester and cylinder block off plate.
That way you want have any surprises when the head goes back on.
