Alignment problems

I had my base 99 9-3 in today to get an alignment and i got a call from the owner saying that he couldnt get my wheels aligned because my tie-rod bolts were too long. He said he would have to take them apart and cut off about a quarter inch to get them aligned. I just had 17 in wheels put on with 205/40/17 rubbers on them from the stock 15 in rim. Is this part of the problem? Does he really need to cut off part of my tie rod bolt? Will I need to get an alignment every time i get my 15 in rims with snow tires put on? This is frusterating.
