throttle body replaced, still throws code & limp home

My '01 Viggen put itself into limp-home mode, and threw code p1230, throttle body check sum out of range. Hard to start, idled at about 500rpm, the typical signs of throttle body/tps trouble. Mechanic tried to clean the throttle body out, it didn't work, so a new factory throttle body was put in. After I picked up the car, it drove fine, but the pedal felt a little tight. Drove about 10 miles and it put itself in limp-home mode again. Back to the shop, and now it's idling at around 1500rpm. The mechanic re-checked the computer and obd2 told him that the throttle body/code clearing process was done in the wrong order. He did it again, and said that sometimes it takes a couple of times. He also said you might sometimes get a bad throttle body. I drove about 2 blocks away and it put itself back in limp home mode. I took it back to the shop and we repeated the process. about 10 miles later, it's back in limp-home mode. I've given up on my mechanic, I'm going to have to try someplace else. The high idle is the one thing I've seen out of place in my research about this problem, any ideas? There is a powerchip upgrade, could that be affecting the throttle body? I don't believe this car has had the software upgrade, is that an issue with a new throttle body?
