Ok, spent the time on the stupid thing and got it off.
I was able to get more leverage by taking off the "blank" where the mirror controls would go (on the passenger side). With that off, I got two fingers inside the cover and pushed out while I pried from the very top of the cover with the other hand. The top clip popped off first, which gave about an inch of play in the top of the cover. The bottom clip is tough, but I think the correct technique is to try to pull the cover off as parallel with the door window as possible, as not to break the bottom clip. I only broke off one small piece of the bottom clip, so I consider myself fortunate.
