I don't know for sure, but maybe so. Especially wintertime. The gauge has a somewhat narrow range, as you can seen no movement at all when you start the cold engine. It has to come up to some temperature before the needle begins moving.

Still, the true temperature can't drop out instantly. Does your gauge ever drop out instantly? If so, that would make me believe it's a bad sensor (or wiring).

It seems unlikely that a T-stat would be working OK then suddenly snap full-open. If that case, the true temperature would still take some time (a minute or 3) to fall down to the bottom of the gauge.
