Shouldn't be the shift-lock solenoid. That one's job is to lock the gearshift lever into Park unless you're pressing on the brake pedal. That one doesn't involve the starter.
Neutral safety 'switch' seems like it. That one will prevent the starter unless the gearshift is in Park or Neutral. When the problem happens next, look at the indicator lamps "PRNDL" in the cluster. Does it light up "Park" correctly?
A dead/dying battery usually isn't an on/off thing. If it doesn't crank at all, then suddenly it cranks (not slowly & weakly); that sounds like a problem with loose battery connections or flaky neutral safety system. Check BOTH ENDS of the battery cables for looseness/corrosion.
