Radiator fan issues - fuses burnt

Greetings everybody,
At first I thought the fan was dead but I hooked it up straight to the battery terminals and it works fine. I checked the fuse box and sure enough the 40A fuse was smoked. So I replaced it and 30 minutes ago my water temp went up in the traffic, fan doesn't turn and the fuse is blown again. As I was trying to insert a new fuse in, it burnt right there. What is going on?
Thanks for any suggestions.
