My experience is that it varies greatly by dealer.
The dealer I bought my CPO from was great... mostly always fixed the things I brought to them, provided a loaner car, etc.
Then I moved out here to Marin County, CA and our dealer here is horrible. Getting anything fixed was always a fight. I would show up with my list, we would go through it and they would explain how 75% of the items wouldn't be covered by warranty.
My favorite episode was the time I did have the engine mounts replaced under warranty (I couldn't believe I pulled that off) but after I picked up the car, there was a new clunking from the passenger-side mount. I brought it back for them to fix again, they attributed the clunking sound to my aftermarket brakes and charged me $140 for the hour of labor to come up with that diagnosis. The only thing aftermarket about my brakes is that the rotors are Brembo, not Genuine Saab. And they had been installed for many many months working flawlessly before the dignosis.
I fought with them about it for a month, got them to agree to fix it again (the warranty was over at this point) but not to refund my $140 and just as we reached our agreement, the dealership was sold to another ownership group and there was a completely new set of service staff there the next day. (This is the 2nd time the dealership has been sold in the 2 years I've lived here.) I still have the clunky engine mount to this day (I'll get to it) and I won't buy another new or CPO Saab as long as that dealer is my warranty service option.
So yes, it varies by dealer. To say the least.
(I guess I'm still a little pissed about the episode. ha!)
