turbo trouble

I'm out of town visiting relatives and my '95 900 Turbo is making a strange sound when the turbo starts to kick in. It's a fluttering sound and there is no power at all where there should be.
I had a look at all air hoses that I know of in the turbo circuit and they appear to be secured and without holes.
The noise comes on right at the yellow to orange boundry on the turbo gauge on the dash, if I accelerate gradually and gear down on hills I won't hear it.
Hopefully it is just an air leak somewhere; it does sound liks it could be air released under pressure, flapping something at a high speed. But my worry is that is might be mechanical, the turbo itself and I have heard that that could be an expensive repair if it breaks apart into the engine block.
Any advice greatly appreciated. It's 4 hours from here back home, lots of hills, and I am not too sure if I should risk it.
(apologies for poor diagnostic terminology).
