I have a 2000 9-3 and had the same bubbling black tape issue. The warranty was about to expire, so I had the dealer fix the tape under warranty. They knew of the problem and were happy to fix it.

Unfortunately, to replace the tape they have to remove rubber seals around the windows. I can only guess that these are difficult to remove based on the fact that the rubber is now slightly deformed around each of my windows. It looks as if they pried them off (no marks on the paint, though).

Even more unfortunate is that there is now wind noise that I attribute to these deformed seals.

So I basically traded a visual annoyance (the bubbled tape) for another visual annoyance (the deformed seals) PLUS wind noise.

There are those who suggest(ed) that I take it back and complain, but I just didn't want them touching my car anymore - which turned out to be convenient because the dealer closed.

Anyway... If I had to do it again, I'd just let it be. You have bigger maintenance fish to fry.
