1. Their thought/guess at the cause seems plausable... Is your car an auto or manual?
2. Does this happen when the car is hot, or after it's been running for a period of time? If it happens only after the car is hot and has been running and then shut down my guess is that it's probably a failing Crank Position Sensor. Does the engine actually turn over? How many miles on the car? If it is the CPS it'll eventually fail completely and strand you along the road someplace.
3. Do you know anyone else that has a similar car? You may be dealing with a perception issue and it might help to ride in another 9-3? If the guys at the shop measured the air temperature coming out and it's fine, then it's probably fine. Air volume: are you operating the climate controls correctly for sure? Like the other guy wrote, the vent tubing is in sections that sort of snap together in places and if the tubing comes apart then it won't blow much air.
