A very "odd" reason for poor performance, if nothing else checks out, is improper valve timing. And it doesn't take very much to really make a difference. I don't know if the specs and timing-marks are on the crank, but a check of both the valve's actual opening-distance, and the point of the engines rotation at which they open is critical. Most modern engines are just adjusted for lash or clearance at TDC, not for "when" they open and close. The actual opening and closing "times" can be affected by cam-lobe wear, a loose or misadjusted timimg chain, or even a tensioner...especially on some of the modern engine with "variable timing".
That you're boosting all the way to RED makes me suspicious that there's a "breathing" problem, and that can be improperly-timed motion of the intake valves. If the engine's ever been apart or had the chain/belt replaced, it could be off by a tooth, which can make a huge difference.
