EVAP troubleshooting....Purge valve??? (long)

I have a 2000 9-3SE with 78k miles. Wondering how to troubleshoot an EVAP CEL P0455 large leak code. The engine is running rough at idle, jumping around from 600-1100rpm. And now i'm getting bucking/surging at constant speed on the highway, can see this by the turbo gauge fluctuating in the white zone. CEL is off right now too.
To troubleshoot I removed the purge valve and tested it with a 9V battery, it makes clicking noises and I blowed into it and it is normally closed then with power applied I can blow through it. I also blowed into the output hose of the valve and could blow air into the TB and BPC and when i sucked in it blocked the airflow backwards. So it seems like there are no leaks on that side.
After that I reconnected the hose from the TB and kept the hose from the fuel tank disconnected. I then had someone start the engine and I covered the hole in the purge valve with my finger and there is good suction and the valve made a constant ticking sound but the engine ran really rough dropping rpm to 500-600 at times but still hasn't stalled yet.
Is this proper operation of the purge valve under these conditions? And does this mean that there is a problem between the purge valve and the fuel tank? What should I test next? Trying to not take it to the shop for this.
