The handbrake would freeze up on my 1996 during cold winter months. I finally took the rotors off and cleaned everything up. Put a little grease on the shoe tabs where they touch the back plate. They move much better now and don't hang up. The job doesn't take too long if your rotor screws are not rusted on.
