THe up-shift light is turned on or off based on several parameters. RPM, gear selected, engine vacuum (load), and throttle position are the primary ones.
The IAC on my '95SET was sticking open periodically. When it would stick open the up-shift light would stay lit even after I had completely closed the throttle (lifted off the pedal).
