probably means your nuts are a bit rusty (accidental pun) or some tech used air tools to put them on way too tight!! Never let anyone use air tools to put the nuts on--they can use air to take them off. Use a torque wrench to tighten them evenly. If they are not even the uneven pressure on the brake rotor can even make it feel warped and give pulsing in the brake pedal . . .
