Winter tire change -loud noise, when slowing -HELP

Hi all!

I'm new to the NG900 boards. Had a C900 for 2 years, just got back into a NG 900.

4-door 97 manual, not that that should affect the questions I have.

So I just bought the car 2 months ago. Tires were bald, but I didn't want to spring the $600 installed that I'm looking at for the low profile tires. Go online, and find a set of winter tires -Gislaved Nord Frost II's. These were probably bought at the dealer, enough tread left for 1 good winter. These are somewhat older-style snow tires, actually have spots to screw in the studs, but not needed here in metropolitan midwest.

I blow out a 'summer' tire yesterday, so I switch to the winters. Noticable road noise, it's loud enough that I can't hear the engine revs easily. The item that has me really concerned, though, is that there isin't noise when accelerating, but is when coasting (in gear or not), light engine braking (complete let off gas on flat highway, still in gear at cruising rpm) and light braking. When I clamp down on the brakes good the noise seems to go away, or at least drop off enough that it isn't noticable.

The sound is vehicle speed dependent (noise goes to a higher pitch as speed increases).
Not engine speed dependent.
Sounds louder on some road surfaces than other - so some of it I figure is tread pattern.

The part that concerns me is that it sounds like a semi engaging in engine-braking (even when coasting, so not engine braking, but another source), a definite pulsing sound, but sounds almost metallic.

I had 16" (viking?) wheels, and the steel rims are 15". I noticed that there wasn't much space between the rim and brake caliper, perhaps between 1/4" and 1/2".

Is this just road noise of the tire? - If so, I'm not worried, I'll deal.
Is it the brakes rubbing against the rim? - If so, what do I do?

HELP! If it was a constant noise, I would assume it is tread noise, but I don't want to assume anything. I really don't want to change another tire out on the highway during rush-hour this week :) or worse :(
