I had a similar issue with my 1999 9-3. It would never really get warm, kind of sucked in the winter in Minnesota. I replaced the thermostat and the problem went away (temp went right up to middle of the range about 5 minutes after start very regularly). Thermostat replacement is easy (just a few hoses and a few bolts. The other poster has a point about your temp sending unit, it is right next to the thermostat, so it would be an easy replacement if you wanted to do it. I didn't.
One thing you may want to consider regarding your new coolant, would be to siphon a good deal of it out (start in the coolant reservoir and work your way down the hose that connects to the rest of your coolant system with a small diameter flexible hose). It makes your thermostat change a lot less messy and allows you to easily collect the coolant and put it back in your system when you are done. Less waste and better for the environment.
