Instument panel bulbs and code reader

I have a 1995 Saab 900 NG. The cruise control light is out. I need help getting at the instument panel to replace the bulb. I removed 2 screws on each side of the steering column, 2 verical screws above the instument cluster, and a screw inside the interior dimmer but the trim is still firm.
Also, I need to read a check engine code. 2 local shops that deal with European cars failed to retrieve codes. The Saab dealer is not convenient. The 1995 has a OBD-II connector but the NG was is not OBD-II compliant until 1996. 12V and ground is OK on the connector but no codes come out.
