Bad tire I think

I jacked up the front end to spin the front tires. I set up a pencil pointing at the rim edge as I spun. Both rims are true, at least under no load.
The front driver's tire however is misshaped. There is a 10" long section of tread that is almost concave. There must be a bad belt or something inside that won't let the tire hold its orginal shape.
If I move it to the back it will just wobble back there and eventually screw up my susspension.
This would have been the last season for these snow tires, so I guess I will just replace the whole set.
